The proposal would restore the pre-2015 definition of Waters of the United States (WOTUS) to include headwater streams and wetlands essential for maintaining water quality, quantity, temperatures, and productivity. These systems include crucial aquatic habitat for food production, spawning, and nursery of game fish populations downstream.
